Joint Statement of the Government of the People’s Republic of China and the Government of the Kingdom of Thailand on Future-Oriented, People-centered, Strengthening the Comprehensive Strategic Cooperative Partnership, and Promoting the Building of a More Stable, More Prosperous and Sustainable China-Thailand Community with a Shared Future

(Beijing, February 8, 2025)

1. On the occasion of the 50th anniversary of the establishment of diplomatic relations between the People’s Republic of China and the Kingdom of Thailand and the “Golden 50 Years of China-Thailand Friendship”, at the invitation of Premier Li Qiang of the State Council of the People’s Republic of China, the Prime Minister of the Kingdom of Thailand, Petuntan Chennawar, paid an official visit to China from February 5 to 8, 2025. This is the first high-level exchange between the two countries this year.

2. During the visit, President Xi Jinping of the People’s Republic of China met with Prime Minister Petongtan, and Premier Li Qiang of the State Council and Chairman of the Standing Committee of the National People’s Congress Zhao Leji held talks with Prime Minister Petongtan. Prime Minister Petuntan also attended the opening ceremony of the 9th Asian Winter Games in Harbin, Heilongjiang Province.

3. The two sides reaffirmed that China and Thailand are good neighbors, relatives and partners who respect each other, help each other, understand each other and share the same vision. Since the establishment of diplomatic relations on July 1, 1975 and the establishment of the comprehensive strategic cooperative partnership in 2012, the two sides have continuously deepened mutual trust, carried out mutually beneficial cooperation and strengthened people-to-people and cultural exchanges, bringing tangible benefits to the two peoples and contributing to the development and stability of the two countries and the region. The two sides reaffirmed the consensus reached during President Xi Jinping’s historic visit to Thailand in 2022 on building a more stable, prosperous and sustainable China-Thailand community with a shared future, and agreed to further deepen bilateral cooperation.

4. The 50th anniversary of the establishment of diplomatic relations between China and Thailand is an important milestone in bilateral relations. The two sides will maintain the good momentum of development of bilateral relations, face the future and put the people at the center, strengthen the comprehensive strategic cooperative partnership, and vigorously respond to traditional and emerging challenges. The two sides will continue to maintain the momentum of high-level exchanges and strengthen exchanges between central and local governments, legislatures and other institutions. The two sides will jointly hold a series of celebrations for the 50th anniversary of the establishment of diplomatic relations between China and Thailand in 2025 to deepen cultural exchanges and mutual learning, so that “China and Thailand are one family” will be more deeply rooted in the hearts of the people.

5. Thailand appreciates the achievements and changes made in China’s development in the new era under the leadership of President Xi Jinping, and its significant contributions to world peace, stability and sustainable development. The Thai side congratulated China on its successful hosting of the 9th Asian Winter Games and appreciated China’s positive contribution to promoting unity and friendship among the Asian family. China congratulates Prime Minister Petuntan on the remarkable achievements made in promoting Thailand’s economic and social development in a short period of time after taking office, firmly supports the new Thai government under the leadership of Prime Minister Petuntan, and stands ready to promote the synergy between China’s development strategy and the Belt and Road Initiative, the Global Development Initiative, the Global Security Initiative and the Global Civilization Initiative with Thailand’s development policies, and jointly promote the modernization of their respective countries.

6. The two sides reaffirm their continued support for each other on issues concerning each other’s core interests and major concerns. China respects Thailand’s independence, sovereignty and territorial integrity, supports Thailand in pursuing a development path suited to its national conditions, and supports Thailand in playing a greater role in international and regional affairs. The Thai side reaffirmed its firm adherence to the one-China policy, recognized that the Government of the People’s Republic of China is the sole legitimate government representing the whole of China, that Taiwan is an inalienable part of China’s territory, and that it does not support any “Taiwan independence” proposition and supports China’s “one country, two systems” principle.

7. The two sides will continue to deepen cooperation in areas such as promoting economic resilience, high-quality development, clean energy, digital economy and green development, promote the development of bilateral trade by expanding market access, promoting high-quality products and expanding e-commerce cooperation, and jointly promote practical cooperation projects on intellectual property rights such as the China-Thailand Pilot Project on Mutual Guarantee of Geographical Indication Products, so as to combat criminal acts of infringement of intellectual property rights. The two sides will strengthen cooperation in product quality and safety supervision, encourage the use of electronic trade documents, and continue to enhance trade facilitation. The two sides will enhance the interconnection of supply chains, especially in the semiconductor, battery, electric vehicle, high-end electronics and other industries, promote exchanges and cooperation between enterprises, and support the two sides to participate in various trade exhibitions held by the other side. The two sides will maintain a trade environment that promotes fair competition, strengthen cooperation on clean energy development and energy transition, and continue to promote relevant cooperation under the Belt and Road Energy Partnership. In order to promote investment, Thailand is willing to establish long-term investment partnerships with China in the fields of capital market connectivity, cross-border financial commodity circulation, and carry out R&D cooperation in future, innovative and advanced industries such as artificial intelligence, medical care, environment and electric vehicles. The two sides will speed up consultations on the Joint Action Plan for the Five-Year Development Plan for China-Thailand Economic and Trade Cooperation (2025-2029) and strive to reach an agreement as soon as possible.

8. The two sides believe that strengthening connectivity is an important driving force for regional economic integration and common development. The two sides agreed to jointly speed up the construction of the first phase of the Sino-Thai railway, determine the cooperation mode of the second phase as soon as possible, and strive to start the construction of the second phase as soon as possible. The two sides agreed that it is necessary to solidly promote the development concept of China-Laos-Thailand connectivity and ensure that the three countries achieve “seamless connectivity” at an early date. The two sides agreed to strengthen rail and road connectivity and optimize customs and sanitary and phytosanitary procedures. The two sides agreed to give full play to Thailand’s strategic position as the center of the Indochina Peninsula to strengthen regional infrastructure, logistics, regulatory and digital connectivity in an all-round way, complement the Belt and Road Initiative, and promote regional connectivity.

9. The two sides will promote cooperation in the field of science and technology, cultivate new quality productivity, enhance competitiveness, and promote sustainable development in the future. The two sides agreed to strengthen cooperation in joint R&D and human resource development in the fields of agriculture, health, biology and other scientific and technological innovations, cultivate sufficient high-quality talents for a long time, and promote the improvement of scientific and technological innovation capabilities of both sides.

10. Emphasizing that people-to-people exchanges are the cornerstone of bilateral relations, the two sides agreed to strengthen cooperation in the upgrading of cultural, educational, vocational skills, socio-cultural and linguistic skills, and deepen practical cooperation in key areas such as media, sister cities and soft power. The two sides agreed to further make use of the visa waiver agreement between the two countries to facilitate bilateral personnel exchanges, support high-quality and new tourism cooperation, strengthen tourism security cooperation, and encourage airlines to increase direct flights between non-popular cities. The two sides encourage cooperation in the media, press and publication, radio, film and television to crack down on fake news and enhance mutual understanding and friendly feelings between the two peoples, especially the younger generation.

11. To commemorate the 50th anniversary of the establishment of diplomatic relations between China and Thailand, the Thai side thanks the Chinese side for agreeing to arrange for the Buddha Tooth Relic of Lingguang Temple in Beijing to be enshrined in Thailand, so as to further enhance the traditional friendship between the two countries and promote people-to-people ties between the two countries. The Chinese side will actively consider Thailand’s request to continue international cooperation on giant pandas, and the two sides will make preliminary preparations in accordance with the relevant standards for international cooperation on giant pandas.

12. The two sides reaffirmed their commitment to promoting peace and stability in the region by strengthening traditional and non-traditional security cooperation, further strengthening cooperation between the two militaries at all levels, joint exercises and training, defense industry, capacity building, personnel training and technology transfer.

13. The two sides stressed that under bilateral and Lancang-Mekong cooperation and other regional cooperation mechanisms, they will take a resolute attitude of zero tolerance to strengthen the fight against cross-border crimes such as human trafficking, telecommunications and network fraud, drug smuggling, illegal online gambling and money laundering, and carry out joint patrols and law enforcement operations on the Mekong River. The two sides will further discuss the establishment of an appropriate coordination and cooperation mechanism as soon as possible to effectively crack down on online gambling fraud. The two sides agreed to actively participate in the “Safe Lancang-Mekong Action” to jointly promote Lancang-Mekong judicial cooperation and safeguard the safety of people’s lives and property in the region.

14. The two sides called for cooperation on issues such as climate change and air pollution. The two sides agreed to strengthen the sharing of practical experience, cooperation and coordination in the fields of poverty alleviation and rural development, disaster prevention, preparedness and mitigation, and improve the lives of the people of the two countries.

15. The two sides reaffirmed their commitment to strengthening health cooperation in accordance with the Memorandum of Understanding on health, addressing common public health challenges, and strengthening cooperation in areas such as health security, health technology and traditional medicine.

16. The two sides reaffirmed their joint efforts to uphold ASEAN’s centrality, strengthen and strengthen ASEAN-led cooperation mechanisms, promote an open and inclusive regional architecture, and promote regional development cooperation. The two countries will work together to build the “Five Homelands” of peace, tranquility, prosperity, beauty and friendship between China and ASEAN, advance the China-ASEAN comprehensive strategic partnership, and build a closer China-ASEAN community with a shared future.

17. The two sides agreed to promote the high-quality implementation of the Regional Comprehensive Economic Partnership (RCEP), support Hong Kong, China’s accession to the Regional Comprehensive Economic Partnership, and look forward to signing the China-ASEAN Free Trade Area (CAFTA) Version 3.0 Upgrade Protocol in 2025 as soon as possible. The two countries will strengthen mutually beneficial cooperation under the ASEAN Indo-Pacific Outlook and the Belt and Road Initiative, explore new opportunities for cooperation under the Global Development Initiative, and advance the United Nations 2030 Sustainable Development Goals.

18. The two sides reaffirm the importance of upholding and promoting peace, security and stability in the South China Sea and the peaceful settlement of disputes. The two countries will continue to work with other ASEAN countries to fully and effectively implement the Declaration on the Conduct of Parties in the South China Sea and promote the early conclusion of an effective, substantive Code of Conduct in the South China Sea that is consistent with international law.

19. The two sides reaffirmed their commitment to advancing sub-regional cooperation through mechanisms such as the Lancang-Mekong River Cooperation, the Three River Basin Economic Cooperation Strategy, and the Greater Mekong Subregion Economic Cooperation. As the current co-chair of the LMC, the two sides will take Thailand’s hosting of the LMC Leaders’ Meeting as an opportunity to deepen cooperation in regional connectivity, water management, scientific and technological innovation, and digital economy, and address urgent challenges such as air pollution and cross-border crime. The Thai side looks forward to and welcomes the Chinese leader to attend this important event.

20. The two sides believe that China and Thailand share extensive common interests and similar positions and propositions in international affairs, and firmly uphold the international system with the United Nations at its core, the international order based on international law, and the basic norms governing international relations based on the purposes and principles of the UN Charter. The two sides will jointly defend international fairness and justice, uphold international solidarity and cooperation, and promote the common values of peace, development, fairness, justice, democracy and freedom for all mankind. The two sides will jointly uphold an open, transparent, inclusive and non-discriminatory multilateral trading system with the WTO at its core and rules-based principles, actively promote WTO reform, and promote economic globalization in a more open, inclusive, inclusive, balanced and win-win direction. The two sides will further strengthen strategic communication under multilateral platforms such as APEC, BRICS, and the Asian Cooperation Dialogue. China congratulates Thailand on becoming a BRICS partner country, and looks forward to China’s active support for Thailand’s application to become a full member of BRICS. Thailand fully supports China’s hosting of the 2026 APEC meeting and looks forward to working with APEC members to achieve more practical results.

21. During the visit, the two sides signed cooperation documents in the fields of economic development, digital economy, artificial intelligence, customs facilitation and market access for agricultural and food products, nuclear technology, lunar exploration, green development, postal services, and news media.

22. Prime Minister Petuntan expressed his heartfelt thanks to the Chinese side for its warm reception and invited the Chinese leader to visit Thailand at a mutually convenient time. The Chinese leader expressed his gratitude and happily accepted the invitation.
