It is worth noting that with the development of the New Deal, China began to conduct various social surveys modeled on foreign countries: to develop rich sources, we must first know what is available in each place; To elect, it is necessary to first carry out a household survey; To run a school, you must first understand the literacy rate of the public, and so on. However, when the country wanted to understand its own people, it was greeted with waves of opposition.
Why are the people unwilling to cooperate? In the case of the government’s “few things”, life is already very hard, and now if you want to check my family and know my details, how can you not panic? Railways, new learning and the like belong to another world, and they take root in the lower class society, which will inevitably cause unprecedented changes and stir up people’s livelihood. How can ordinary people not be sad and angry when they are thrown out of the old world, and it is difficult for them to enter the new world, and they see the huge waves of state power rising and drowning everything around them?
The New Deal was in full swing, with “a bureau set up in the DPRK and a bureau in the evening, a law promulgated today, and a chapter discussed tomorrow”, and schools, patrol police offices, industrial companies, post offices, courts, and after 1905, advisory bureaus and local self-government institutions were established one after another. These gentry-led reforms were not considered necessary expenditures by the common people, but they paid the price. The self-government institutions levied taxes in various names, the industrial corporations usurped the livelihoods of the common people, the children and grandchildren of the upper class sat in the schools, and the police defended the property of the upper class.
In 1904, a large-scale school destruction broke out in Wuxi, Jiangsu. At that time, Yang Mo, a pioneer in running a school, proposed to use the temple donations from the local rice market as funds, but the rice industry was unwilling, and instead accused Yang Mo of collecting money in the name of education, and there was no poor person in the school. Due to the support of Jiangsu Xuezheng behind Yang Mo, Mi Xing could not compete and could only boycott the market. Later, there were rumors in the city that all industries would donate money to help students, and the people were furious and took to the streets to burn down the school and Yang’s house, forming a sensational school destruction incident. After the governor of Jiangsu learned of the incident, he sent troops to suppress the riots.
In the end, the rice shop pledged to donate, and the merchants behind it happily went to run the school with the gentry. Yang was in a hurry and was excluded from school affairs. Later, in his speech, he said impassionedly: “If we examine the progress of civilization in the East and the West, after a great shock, there will be a great improvement, so we are called the mother of the civilization of competitors.” ”
“Oriental Magazine” published an article “On the Worries of the People’s Wisdom Not Progressing”, the article commented: “It is the radical change in Wuxi, not because of hatred of one person, but the depth of his hatred of the school. “Pointing the finger at the rioting fools, as if it were a clash of civilization and barbarism. In essence, it is a confrontation between a country that expands for the sake of “prosperity and power” and millions of people who cling to the old world.
Starting from the destruction of schools in Wuxi, followed by the incidents of villagers “destroying schools and beating gentry” in Yizhou in Shandong, Leping in Jiangxi, Kuizhou in Sichuan, and Guangdong. The New Deal caused deep and lasting suffering among the civilian population, and local riots became more frequent.
According to the Chronology of the Civil Revolution in the Late Qing Dynasty, the number of gentry-civil conflicts continued to increase after 1906, reaching a peak in 1910.
