The "Anti-Fraud Department" sent a "government document"?

For a period of time, many netizens have reported that the so-called “Anti-Fraud Department of the People’s Republic of China” has sent them a courier, and the express delivery is a “government document”, saying that as long as the QR code on the document is scanned, the “Anti-Fraud Department” can refund the membership fee or refund the tuition fee, etc., and the so-called “special seal of the Anti-fraud Department” is also stamped under the document.

So, is there really an “anti-fraud department”? Can it really help pay off tuition fees?

Claim to be refundable?

Recently, Ms. Wu from Xiamen, Fujian Province, received such a package. After opening it, it was found that the package contained a very inferior cowhide file bag.

Inside the file bag is an A4 paper document, and the content of the file is about the refund of the short video monetization course.

It clearly states that due to the irregular fees, hidden fees, false publicity, etc., the tuition fees paid will be refunded in full, and the return channel needs to scan the QR code on the document.

Ms. Wu said that she did not apply for these training courses, and there is no so-called refund.

The reporter saw that the document not only had an irregular format, but also had many language problems and punctuation errors and omissions. In addition to the “official seals” of the Ministry of Education of the People’s Republic of China and the Administration for Market Regulation, the document also contains a fictitious “Anti-Fraud Department of the People’s Republic of China” and affixes a “special seal of the Anti-Fraud Department”.

In order to create a “sense of reality”, the official document actually attached a paragraph of “Warm Reminder from the Anti-Fraud Center” at the end, reminding the recipient to pay attention to the fact that the express delivery certified by the three departments in the official document is a formal notice, and beware of being deceived.

According to the police, such scams often closely follow current affairs and key policies. When people receive a courier with the word “Kumon”, they instinctively think that it is an important notice from the official and let their guard down.

Moreover, the core routine of this type of scam is also different from the past, instead of directly asking the person concerned to pay money or remit money, but making up excuses to return, repay, and transfer money, making it easier for the public to relax their vigilance.

The police reminded that you should be cautious about couriers from unknown sources, especially unfamiliar couriers marked with the words “official documents”, and do not trust them easily. When receiving such a delivery, it is important to verify it through official channels, such as calling the public number of the relevant government department, rather than following the contact information provided in the delivery, to avoid falling into the trap set by the fraudsters.
