From February 14 to 19, 2025, the Intermediate People’s Court of Wenzhou City, Zhejiang Province, held a public trial in the first instance of the case of fraud, intentional homicide, intentional injury, illegal detention, extortion, opening casinos, organizing prostitution, drug trafficking, organizing others to illegally cross the national (border) border, illegally crossing the national (border) border, and infringing on citizens’ personal information.

The Wenzhou Municipal People’s Procuratorate indicted and alleged: Since 2015, the Ming family criminal group, with core family members such as Ming Xuechang (deceased), Ming Guoan (handled in a separate case), Ming Guoping, and Ming Zhenzhen as the ringleaders, and other family members such as Bi Huijun and Ming Julan, and armed leaders such as Zhou Weichang, Luo Jialiang, and Yang Zhengxi as important members, has used the influence of the Ming family in the Kokang region of Myanmar to develop and rely on the armed forces controlled by the Ming family to set up a number of “industrial parks” in Kokang Old Market, Shiyuanzi, Qingshuihe and other placesThey recruited and attracted Wu Hongming, Luo Jianzhang, Jiang Ji and many other “gold owners” to settle in and provide armed shelter, and collaborated with criminal groups with “gold owners” as the ringleaders to carry out cross-border telecommunications network fraud, intentional homicide, intentional injury, illegal detention, opening casinos, drug trafficking, organizing prostitution and other criminal activities, involving more than 10 billion yuan in gambling and fraud, resulting in the death of 14 Chinese citizens and the injury of 6 Chinese citizens. Among them, on October 20, 2023, in order to prevent the fraud-related personnel from being transferred to our country, the Mingjia criminal group provided armed escort and custody, and worked with the “gold owner” to transfer and hide the fraud-related personnel, and prevented the fraud-related personnel from escaping by force suppression and shooting, resulting in many casualties. The procuratorate requested that the members of the Mingjia criminal group and its affiliated criminal groups be investigated for criminal responsibility on 11 counts of fraud and intentional homicide.

During the trial, the procuratorate presented relevant evidence, the defendants and their defenders conducted cross-examination, the prosecution and defense fully expressed their opinions under the auspices of the court, and the defendants made their final statements.


Finally, the court adjourned the trial and announced the verdict at a later date.


More than 100 people, including deputies to the National People’s Congress, members of the Chinese People’s Political Consultative Conference, journalists, family members of the parties concerned, and people from all walks of life, attended the trial.
