The Embassy of China in the Democratic Republic of the Congo reminds its citizens to evacuate as soon as possible.

On February 21, the Chinese Embassy in the Democratic Republic of the Congo issued a briefing on the security situation:

1. Recent important cases

(1) On the morning of 16 February, the M23 entered Bukavu, the capital of South Kivu Province, and occupied the governor’s residence and other important places. On the 17th, the M23 moved towards Uvira, on the border with Burundi.

(ii) On 16 February, the Wazalendo militia in the town of Uvira, South Kivu province, engaged in a fierce exchange of fire with the Congolese army in order to prevent it from withdrawing to Kalemie with weapons and equipment, resulting in the death of at least 17 people and serious damage to port facilities and surrounding buildings. Residents of the town of Uvira panicked and fled.

(iii) On February 17, six gunmen robbed the MB Lounge bar and a currency exchange shop at the Huileries roundabout in the Lingwala neighborhood of Kinshasa. This is the second armed robbery in the region in two weeks. So far, the police have not arrested any suspects.

4. On 17 February, special forces of the Uganda People’s Defence Forces (UPDF) entered Bunia, the capital of Ituri province. A spokesman for the Ukrainian army said that the deployment was negotiated between the Ukrainian and Congolese armies, and the purpose was to help the Congolese army fight illegal armed forces.

2. Important reminder

At present, the security situation in the Democratic Republic of the Congo (DRC) is complex and severe. The security situation in the provinces of North Kivu and South Kivu in the eastern part of the country has deteriorated sharply, and the armed forces of the Congo and the M23 continue to exchange fierce fire. The security situation in Ituri and Haut-Uélé provinces is not optimistic. Illegal armed forces such as the M23, ADF, CODECO, Mai-Mai and Zaire continue to revolt in North Kivu, South Kivu, Ituri and Haut-Uélé provinces. Violent clashes, armed robbery, kidnappings and other incidents occur from time to time. In the Democratic Republic of the Congo, the security risks faced by Chinese citizens remain high.

The Chinese Embassy in the Democratic Republic of the Congo (DRC) reminds all Chinese citizens in the Democratic Republic of the Congo to attach great importance to security issues, and that Chinese citizens are not allowed to travel to extremely high-risk areas such as Ituri, North Kivu, South Kivu, and Haut-Uélé provinces. Do not travel to 9 provinces including Lualaba, Alta Katanga, Baja Uélé, Tanganyika, Manema, Central Kasai, Sankuru, Lomami, and Alkhan Lomami unless necessary.

Chinese citizens who have not yet done so should report their personal information to the embassy as soon as possible. Enterprises and individuals who have just engaged in gold mining activities should report to the embassy as soon as possible. Those who refuse to report information and insist on going to or staying in the above-mentioned areas will be personally responsible for all the consequences arising therefrom.

Chinese citizens doing business in the capital Kinshasa region are requested to pay close attention to the local situation, strengthen security precautions, and resolutely put an end to paralysis and luck. When you go out, please be vigilant, keep in touch with your relatives, friends and colleagues, and avoid risks in time. Chinese-funded institutions located in areas where the security situation has deteriorated significantly are requested to take earnest measures to continue to increase security investment with the highest standards, reduce non-essential personnel, and make emergency plans for adjusting production, operation and personnel arrangements in the event of an emergency. Be cautious when going to areas with a high incidence of tropical infectious diseases, pay attention to preventing tropical infectious diseases such as monkeypox, develop good personal hygiene habits, avoid contact with wild animals, reduce going to crowded places, and do a good job of personal hygiene protection when necessary.

Please be vigilant against telecom fraud, and pay more attention to unfamiliar calls to avoid being deceived.
