How to solve the pain points of private enterprises?

At a forum on private enterprises held in Beijing a few days ago, it was mentioned that it is necessary to strengthen supervision over law enforcement, concentrate on rectifying arbitrary fees, fines, inspections, and seizures, and earnestly protect the legitimate rights and interests of private enterprises and private entrepreneurs in accordance with the law.

The private economy is an “environmental economy”, and its vitality stems from a fair, transparent and predictable legal environment. Therefore, if “law enforcement is capricious”, it will make companies walk on thin ice and weaken their confidence in innovation and investment.

How to make the enterprise-related inspection “nothing to disturb”? An innovative approach in Shenzhen may inspire us.

Shenzhen launched Guangdong’s first “law enforcement supervision code” for half a year, administrative law enforcement personnel must scan the code before entering the enterprise inspection, who came, check what, how the results are recorded clearly in the system, equivalent to the inspection action into the “transparent pocket”, limiting repeated inspections, multiple inspections and other disturbing behaviors of enterprises.

Through digital means, the whole process of law enforcement is included in supervision, which not only standardizes law enforcement behavior, but also protects the legitimate rights and interests of enterprises. This is not only a vivid practice of the central government’s “nothing to disturb and respond to requests” private economic support policy, but also a “rule of law scalpel” that directly points to the current pain points of private economic development.

In the final analysis, this “scalpel of the rule of law” is institutional innovation. Solve the current “environmental anxiety” of the private economy from the institutional level, and escort the development of enterprises with institutional innovation.

Not only does enterprise-related inspection require such institutional innovation, but all stages of the enterprise development process may face various problems, and more such institutional innovation is needed to respond to the concerns of enterprises.
