What’s the story behind it?
The original proposal submitted by Chen Junqing was collected by the “Hunan Practice Exhibition of the People’s Congress System”.
In September 2024, the “Hunan Provincial Regulations on the Management of Small Food Production and Processing Workshops, Small Restaurants and Food Vendors” solicited opinions from the grassroots. Chen Junqing, an old man from Xiangxiang City, wrote a proposal of more than 120 words on the back of a crumpled cigarette box with tin foil, which was finally adopted by the legislature and written into Article 40 of the regulations.
Article 40 stipulates that small workshops, small catering food producers and traders whose licenses have been revoked, directly responsible supervisors and other directly responsible personnel shall not apply for a food production and processing small workshop license or a small food business license within three years from the date of the penalty decision, or engage in food production and operation management or serve as food safety management personnel of food production and operation enterprises.
Chen Junqing recalled: “I saw the announcement of the legislation for soliciting opinions in the community communication room at that time, and it was about to be closed in the afternoon, so I was in a hurry. I hurriedly looked for paper everywhere, and finally picked up a cigarette case in the house, wrote down my heartfelt words with the tin foil inside, and handed it in. ”
Chen Junqing explained, one is because the time is too tight, and the other is because food safety is too important, “Now many small workshops and small vendors do not pay attention to hygiene, my grandson eats these things every day, and many children eat these things, I think the legislation must be considered thoroughly, and the punishment must be increased!” ”
He said that if there is a problem with hygiene, the business license will be revoked, and if the license has been revoked, it will be stipulated that the store will not be allowed to open for more than five to seven years, so that these bosses will pay more attention to hygiene. ”

On September 26, 2024, the “Regulations on the Administration of Small Food Production and Processing Workshops, Small Restaurants and Food Vendors in Hunan Province” was revised and adopted by the 12th meeting of the Standing Committee of the 14th Hunan Provincial People’s Congress and will come into force on March 1, 2025.
