The reporter learned from the State Administration of Radio and Television on February 5 that the notice on further coordinating the development and security of the online micro-short drama industry to promote the healthy and prosperous development of the online micro-short drama industry was officially released, requiring the implementation of the “classification and hierarchical review” system. Based on the actual development of the micro-short drama industry, and in accordance with the principles of hierarchical supervision and key supervision of domestic online dramas, the review and management of micro-short dramas are divided into three categories and three levels, and the review process is optimized and the review efficiency is improved with differentiated and precise management.

According to the notice, “key micro-short dramas” (one of several conditions such as meeting special themes, total investment of 1 million yuan or more, long and short video platforms attracting investment or recommending broadcast on the home page of each terminal, and voluntarily applying for key micro-short dramas), “ordinary micro-short dramas”.(The total investment amount is between 300,000 yuan (inclusive) and 1 million yuan and is not recommended by the key) shall be reported to the competent department of radio and television at or above the provincial level for planning filing and review of the finished film, and the planning and filing of “key micro-short dramas” shall be uniformly filed and publicized by the State Administration of Radio, Film and Television. For “other micro-short dramas” (with a total investment of less than 300,000 yuan and not highly recommended), the online audiovisual platform that broadcasts or directs or pushes traffic for them is to perform content management duties, be responsible for content review and copyright verification, and periodically report the review repertoire information to the local provincial-level department in charge of radio and television for the record.

The notice requires that the State Administration of Radio, Film and Television will review the completed films for the first recommended broadcast of micro-short dramas that are to be recommended for broadcast on the first screen of the platform’s homepage. For micro-short dramas with major themes or special themes such as politics, military, diplomacy, national security, united front, ethnicity, religion, justice, and public security, the review requirements are to be implemented in accordance with the relevant coordination work mechanisms. The producers, streamers, promotion platforms, and broadcast platforms of micro-short dramas must review and check the publicity and promotion content produced or published by them.

According to the notice, all micro-short dramas broadcasted, diverted, or pushed by online audiovisual platforms, mini programs, streaming parties, etc., must hold an “Online Drama Film Distribution Permit” or complete the corresponding online registration procedures. Before the program is launched, the “Online Drama Film Distribution Permit” number or program registration and filing number must be marked on the beginning of the film in accordance with the corresponding format requirements. Online audiovisual platforms must not go online to disseminate micro-short dramas that do not have a permit or filing number, nor must they attract or push traffic to them.
